The problem is the hero pool is limited, and they can't just give free 5* only or new units because the people who whaled for them would get upset and could hurt their profits. They can't give away meta units either like Nino/Tharja/Rein. They could at least put in Camilla/Lucina 2-3* from Hero battles as Gauntlet winners.
