A female character who is believable, competent, and identifiable-with isn't a sue just because she doesn't have to rely on others at all times. She must go above and beyond mere competence to qualify. As an example, a character with Superman or Goku-like powers in a universe of real-life levels of power.

Akechi would have stayed fucking delusional if he didn't learn that Shido was going to dispose of him soon. He never genuinely learned his lesson or became a good person. He also took the easy way out by dying rather than atoning for his crimes. And by the way, he died like a fucking bitch. He was killed by some pathetic cognitive version of himself and weak shadows which the phantom thieves could have easily mopped up themselves. His death was entirely his own damn fault as he had no reason to pick a fight with the phantom thieves in the first place aside from unwarranted hubris.

Adachi, by contrast, learns his lesson and tries to become a good person after his defeat. He also didn't kill anywhere near as many people as Akechi and you could argue that the first time wasn't even murder. More like manslaughter.
