I was thinking a more general use mod that you load up whenever you're playing a converted game (with any ending state for the HRE) or could be used to supplement alt-history mods. Essentially, it's not meant for any one specific circumstance, but as an aid to a more generalized problem. So, in some timelines, the HRE might've remained fine, and could either be dismantled or centralized. In some timelines, it wouldn't be able to be.
