The double-u versus the ū, or ou vs ō, is a result of Modified Hepburn romanization. To my knowledge, there are three main romanization styles. Watanabe You, henceforth known as Girl, and Tsushima Yoshiko, henceforth known as Girl2, will help us.

Hepburn (traditional) romanizes Girl's name as Watanabe You, and Girl2's name as Tsushima Yoshiko. The important things here are the "ou" in You and the "tsu" and "shi" in Girl2's name. Hepburn is made for English speakers learning Japanese, apparently, and it shows; it focuses on the sound each syllable makes. Also, n/m might as well be interchangeable before consonants (ex. shinbashi/shimbashi) even though the same kana is used.

Hepburn (modified) romanizes Girl's name as Watanabe Yō, and Girl2's name as Tsushima Yoshiko. It likes to use the ugly-ass lines, and it only uses n before consonants instead of m.

Nihon-shiki (literally Japan-style/version) romanizes Girl's name as Watanabe You, and Girl2's name as Tusima Yosiko. If it looks retarded, that's because it is. It was made with native Japanese-speakers in mind, and it has a one-to-one relation with kana charts. That is, there are five vowels (a/i/u/e/o) that each consonant gets paired with. But there is no "si" noise, instead it gets turned into "shi" when spoken (hence Hepburn using "shi"), and same with tu becoming tsu. Wikipedia calls it the most "regular" romanization system because it always uses two letters for a single kana.

Anyway, use Sekkinchuu because traditional Hepburn is by far the best.
