Smartbomb DPS caps out at something like 230 per ship. You could probably hit ventures and covetors, but even a non-retarded hulk can deal with the ~7k damage before concord shows.

Shield regen isn't consistent. Both your shields and capacitor regen more the closer to 30% you are and less the further away you are from it, so if you're at 99% shields it could take a long time to reach 100% from base regen.
