I'm back after a 2 year absence from dota, and what the fuck is this tome of knowledge thing?

I didn't see it used in the Kiev Major, but it seem like a pretty good item to start with, considering it can get you to level 2 instantly, and if the whole team gets it, you can get a couple of heroes to level 3, which is better than spending 150 gold on a bit of stats.

Am I misreading this, or is it just not as good as I think?
