What if; Arsene is ALWAYS in your Persona roster (can't be fused or otherwise removed) but has his own dedicated slot so he doesn't take up valuable stock space.
He learns new moves every time you get a social link to a certain stat. Like, once you get Ann to Rank 5 you get Maragion or something. Yusuke is Mabufula, Makoto is Mafreila, etc. They'd also add straight up status nulls at max rank. Not skills, but hardcoded nulls. So if you max all of your links, you can get an invincible Arsene (well, Almighty will still fuck you)
