Yes, he performs pretty much exactly like Eldigan without cav buffs. That is to say he's perfectly serviceable but he's far from his max potential unlike say, Ike or Ryoma who function at their best without specific teams

So yes, he's still good, but not the most optimal choice if you have other key units.

I almost fell into that trap with Lissa. I picked up a decent 4* Lissa from the S+ Gacha and had to talk myself out of taking her all the way up to 5-40 when all I really needed her for was keeping a low-level unit alive in a high-level area.

I think it's safe to say that even if the arena team gets lucky and has Reinhardt start the turn next to a Hone Cav, it won't also be lucky enough to move a Goad Cav within range before attacking
Take note of the 1/3 charge on Iceberg and imagine what happens next turn
