I haven't been able to get on PTR yet because of some shit, but I haven't had many bad experiences with Orisa. I'll have to try her out in PTR to see if it's really bad or if it can somehow be managed.

Well, when you look at the consecutive shots side, it now takes 12 shots to do 200 damage, instead of 10. I can see people noticing the change more when you'll try to flank a mercy, for example, those 2 extra shots could potentially save her life

The shield should help her have teammates behind it who can deal with flankers.
I believe they're trying make her dethrone Reinhardt.

Halt is great against flankers btw. You can drag them behind your shield or anchor the spazzing cunts like Genji and make them open for attacks
