I went for mozu right after chapter 7 and gave her a heart seal, paragon and a bow to feed her as many kills possible in her paralogue, and she still was a bit underlevelled when compared to the rest of the team (lvl 8 I think), so I don't think waiting untill you finish chapter 8 is a good idea, specially if you don't intend on using paragon on her
