Without the Sanrio cards or the Amiibo figures, you cannot get those villagers.

The non-Sanrio amiibo card villagers you can easily get from a void or a trade. While all of the items can easily be gotten by visiting their RVs in another town, or just trading.

GAME only got two major shipments at all locations, and their website oversold orders and was doing refunds until February. As for Japan, the cards have been sold out since early December on all online retailers.

This is similar to how Series 2 is the rarest of the four main series amiibo cards, because it was heavily understocked, and never restocked. There was only one shipment to all locations, and that was it. Series 4 is also rare, in that Gamestop wouldn't even accept orders or do shipments for it. And when shipments were finally done, they were actually Welcome Amiibo, mislabeled as Series 4.
