I don't know how it is in American realms, but while you can invite anyone from any European realm into your group, they are divided by language in the dungeon and raid finder. The exception is Portuguese because they only have one realm and are paired with English players, and Spaniard realms ever since 7.1.5. I think Italian realms are also paired with English because there are only two, but I am not sure.
You can also filter groups in the group finder by language.
