Jack up the engine a bit so its weight isn't holding the bolt down

It looks free to me - you might just have to lift the engine out like that and then remove the mount arm itself

my money's on timing belt, or something timing related.

judging by rusty pulley express beneath, car might've been sitting for a while and he's checking (or doing) the timing belt as insurance.

Use a piece of wood on the jack if you're lifting it up from the oil pan.

that silver piece on the chassis side is the through bolt. Jack it up as others said, remove the nut on the other side and pull it out

the shit high profile mini roller hydraulic jacks are shit, they always develop a downward creep and they have to be pumped arond 40 times just to raise the car to jackstand height
