the shield strength is the shield flux / damage I assume. as: Sunder // shield flux / damage: 1.2 every 1 dmg you recive, it generates 1.2 flux on your shield Medusa // shield flux / damage: 0.6 every 1 dmg you recive, it generates 0.6 flux on your shield
and Im also assuming, by just watching the codex, than strong shield: anything 0.8 or less regular shield: from 0.8 to 1 weak shield: anything 1.0 or more

capacity is quite situational, generally you want about one third as many capacitors as you have vents or less for low tech ships, and about half as much or more for high tech ships. there are some gimmick full-on capacity builds for burst damage builds that can afford the long time to reset flux afterwards, but in general, not having enough dissipation severely cripples your ship, while not having enough cap merely limits how long you can stay in a direct slugfest for.
there is the second consideration of wanting to make sure your loadout is as close to flux neutral as possible, the most powerful ships in ai hands will always be ones that can fire without building their own soft flux, as this both encourages the ai to be aggressive and leaves wiggle room for incoming damage

You need to soak up TPCs with your shield, everything else will not shoot that far (except integrated targeting unit + gauss cannon maybe, but you'll still get the range advantage because your guns are mounted closer to the edge of the ship). Bonus points for 2 Ion Beams that will disable the onslaught's weapons really fast if you line up in a way that would allow you to attack its unshielded rear hemisphere. You can defeat the onslaught with default fit 1v1 without using any officers or skills (in the mission simulator, for example), but you can't do that on a default conquest. I think I did it with HVDs + hephaestus cannons + ion beams, I'll test it and tell you how. With officers and custom fit vs custom fit everything goes. But then you'll probably have your fleet backing you up.

Pick up some mules, they are probably the best survey/cargo/crew bolstering type of ships. Put Safety Override & Unstable Injector on to them and watch them run away from EVERYTHING if you ever get beaten in combat. You can also fit survey equipment on them too.
