Keep an endless stream of bullets going at enemies and try to lead them for hits, even if you're not hitting people they won't like trying to go into/through your fire.

Halt! is very handy for yanking people off of high ground and pulling them into your teammates' fire.

Make sure your healer is nearby and an anti-flanker if you're fighting in an area where flankers can easily slip in.

Save Fortify for when your shield is down and the cooldown hasn't finished, when you see big damage incoming, and to stop anyone trying to move or CC you.

Above all, be cautious. Orisa's a big target and can't move fast.
