It's whatever the computer is programmed to shift at. Sometimes yes.
Redline overall is an artificial number. You can go past it rarely, your engine will break really fast holding it at redline. By the time you reach redline, peak horsepower and torque went away long before.

older tachometer have an orange section before the red line
it is kind of large and is the max rpm to be used until water temperature and oil pressure stabilise
newer cars have a much smaller section that seems just to be nominal rpm suggestion
as the efi will limit rpm till the engine warms up anyway
