Basically we were told Hurricane Touchdown wasn't canon, but in an interview with one of the creators, it was asked if the Drama CDs were canon, to which he stated that they all were. Then he was asked particularly about the one featuring Wallace, to which he was like, "Why wouldn't it be?" They told him that Wallace's only other appearance was in Hurricane Touchdown, which they were under assumption, wasn't canon. The creator said something along the lines of "Who told you it wasn't canon? Or why would you say that?", implying that they saw it as canon. If I find it, I'll link it. But yeah, they never really touched on it again.

Long story short, they probably just don't care at this point.
