It doesn't look like it. They have almost the same stat spread except Tharja carries an important one more speed point and the vastly superior Blade tome. I don't like her, but it I think she's still the best red infantry mage which doesn't really mean anything when they're bad.

Zephiel, I got a 2nd Hector with garbage iv to feed him and he badly needs more SP.

She's alright. You need darting blow to reach the speed required to double everything though, which means you aren't running Fury. That in turn makes her much weaker during enemy phase and more or less requires her to run Ardent Sacrifice to get into desperation range.

+atk really isn't that bad if you keep her out of harms way.
