No? Sae's interrogations are being told from the present and everything that happens from the beginning of the game until that point is just one long flashback with the gimmick being that the drugs Joker took fucked his memory so you replay the game to piece them together.

Her line of questioning is based around the fact that she thinks everything you've been telling her up to the point where the game catches up has been nothing but lies and she finally has an "Oh shit" moment when she realizes that you're telling the truth but isn't convinced because it sounds like magical bullshit. Which it is.

Probably not a completely new form, but maybe he'd gain the ability to talk. I imagine Koromaru sounding like a grizzled vet who's seen some real bad shit in his life.

It's a terrible framing device for the story and the story would have been better if we saw the events happen as they occured instead of being told about them a month in advance.

All they ever tell you in advance is who the next target is. It's not detracting from anything since who the next target is never is treated like a surprise when they actually get to that point in the game. If we were to follow the interrogation method, Joker explains shit to Sae as it occurs. You have to take into consideration that the only thing the SIU is familiar with is with the psychotic breakdowns from the train accidents and such as that's the only thing Goro's been doing due to his lack of knowledge.
