People need to be aware that EMP ACTIVATED is going to happen, otherwise they might be busy getting a healthpack, going for a flanking route, reloading, retreating, etc. It's like nanoboosting someone who doesn't expect it – it can work but it's not reliable.
Most offensive heroes' ults kill people. Sombra primes people for killing but does not actually deal any strict HP damage (unless you count shield depletion), so she absolutely needs her team to capitalize on her ult. She's like Zarya or Rein in this regard – they can get the whole enemy team CCed but whether they can do anything to that team and how much they can do often depends on their teams. Not always, but often.
I'm very fond of family dynamics too but something about McCree confirmed to be pressganged into Blackwatch at such a young age fuels a forest fire inside me, you can't deny he would have been passed around like a food tray even between the commanders and Ana herself.
