If above story is true, then the mechanics are obviously trying to con insurance the price of a new engine which isn't needed. It's obvious rain doesn't ruin the entire engine. Insurance company/mechanics have to give an estimation of potential costs without opening the engine. He said they tried turning the engine over manually and it didn't budge, so it's likely pretty serious.
