Blizzard literally nerfed Tass because of how oppressive he was in competitive, it had nothing to do with bronze level players.

Are there certain talents that I want to choose over others on certain characters all the time, or is it always situational?

blizzard is pretty shit at balancing talents so most heroes have 1 or 2 "good" builds and a lot of options you should never pick
maybe with a few situational alt talents like "take this if the enemy team is all rightclickers"

Oryx would be a pretty cool hero. He could Take minions and mercenaries and turn them into stronger versions. He could project a Echo of himself onto parts of the battlefield and fight using that. He could spread Blight to passively weaken the enemy amd empower himself and his Taken. There's a lot of ways they could go with him.

when he plays gall he misses or forgets to detonate about half the rune bombs even when i tell him out loud that i'm throwing one

Raynor is the training wheels hero. You right click on dudes and take all the basic attack talents. You really only need to worry about positioning while right clicking on people. He's not a big playmaker, but he does well as long as you're not retarded.

She has the biggest AoE move that forces you away from her and away from the objective. Her pilot form isn't even all that super squishy, and even gets a dash. If you survive for more than the 1 second the stuns last in this game, you can get back in the mech.

Even her auto attack damage and her charge make her enough of a problem for supports and squishes that they have to get back.
