I don't agree with the people saying combat is a step backwards. I hated the ES1 cards and I hated the system in general after the updates, and EL combat isn't "fun" it's just a way of adding "depth" to what otherwise is a fairly shallow combat system. The depth to ES2 combat is in designing your ships so that they synergize in a fleet. It's kept at a higher level than ES1 even before they changed it and the game is better for that. It's a strategy game, not a strategy game trying to be a half assed battlefleet gothic armada.

It's completely worth a buy as long as you're not looking for tactical real time combat. Stellaris is a mile wide but an inch deep. ES2 is half a mile wide but a mile deep. There's a lot more strategy involved down to tech choices and progression.

From what I understand Federation ships are not restricted by an empire's normal Fleet Size but are only ever under the control of the current leader of the federation. Fedesation ships can also be built with the best technology from the most technologycally advanced members of the federation.

Not really. It won't be good for at least 2 years, because Stellaris' developper is Paradox Plaza, who's infamous for releasing bare-boned games needing a lot of updates and 6 DLCs (all decently priced) to be really fun.
For an introduction to space games, try Sins of Solar Empires : Rebellion. It's a RTS with some Grand elements, it'll be a nice and slow introduction to grand games. Plus it can be modded.
