I'm just shooting the shit here but I'm guessing that for a character like Mercy it's easier to do more revealing skins because her default design is so skin tight. It doesn't mess with the silhouette if you take some of her clothes off. Zarya's wearing armor and loose pants- they could still give her an amazon skin but it probably wouldn't look like what you posted.
