Thus the only option is to cull their numbers to manageable levels of course monsters with certain offensive abilities such as mind control petrifaction vore vampires succubi etc. should be exterminated with extreme prejudice. Less harmful monsters that pose little threat to humans would be allowed to exist with protective measures in place to avoid unwanted fornication violation of said rules would mean termination worship of illias would be outlawed and fornication with low level approved monsters would be allowed but reproduction prohibited again violation of this should mean death for all parties involved.
Of course there would be those who would unite and try to fight what they see as a regime of sorts
