before level 20 - do red quests and vanguards after that spam dungeons and BAM vanguards

Just run the story line quests, they are orange. Ignore anything else unless a dungeon is part of the story line quest. You will be able to find npcs near the dungeon entrance that hand out quests for that dungeon if you want to add them for one massive XP dump on a single run.
Other than that the vanguard system will have quests along the way you can do if you see monsters with green ! by their names. You can farm these for emblems which you can use to buy gear for wearing or for feedstock. You dont need to go out of your way to do them, just follow the story quests and they will be on your path.
You can also spam dungeons as the other guy said if thats your thing. You can also do the PVP as well.
They toss xp at you left and right now, I hit 40 in two days of intermittent play.

but because the tera launcher keeps track of patches, not steam, steam is very outdated and tries to re-download a very old version of tera

Leveling an alt really takes care of the mmo cravings. Getting it to a full set of low level +12 gear, and making enough gold for a new character slot, is usually when I leave the game for a few months though. Every time I hope that when I come back, the game is better optimized. Maybe next time.
