Yes, but back in the MW everyone still had distinct histories and most planets had a supermajority of one species. Here in Heleus all planets are evenly mixed, no one has any inherent connection to land, and the people will likely forget about everything back in the Milky Way within a few generations. There's even side conversations where people wander if their children should be taught Milky WAY history at all. Meanwhile the possibly-xenophile Pathfinder's multi-species team killing thousands of kett and other enemies and saving Heleus with the help of a similarly multi species army makes for a peculiar founding myth of the nations being created.

And as for the planets being mixed, I see them functioning like the major cities and the Citadel, back in the Milky Way. That's what I meant.
