i think it's more about turning car sideways than actually locking side of your wheel against the side of the road. you can see it in modern wrc where drivers just love to slam into holes on the inside of turn, because that gives you more grip since road is kinda sideways.

i think you could find a good example on nurburgring, there is this corner named carousel and fast drivers take it on the inside from beginning to the end - because it's tilted, so you get more grip this way.

i could be wrong, but i just don't think that locking wheel against the wall would be safe for suspension and side of the tyre.

WRC cars are naturally prone to understeer because of all the power and torque going to the front wheels. You got to take tight rally lines to get the tires to hook. It also gives you a little bit more room to work with if you do understeer or oversteer.
