Kirumi went for the best option she had at the time. Her motive video filled her with a frenzy to protect her people, no matter the cost, and she wanted to leave everyone suffering as little as possible. So, she killed Hoshi, because out of everyone he wanted to die the most, so he would go out with the least amount of fighting. Sure, it may be completely wrong, but it was the most moral Kirumi could be in her frenzied state. And considering she still was as merciful as possible while frenzied says a lot about her character.

What makes this fucking dumb is that Kirumi tells you about her other jobs in her FTEs and as she's one of the smarter and sensible characters it's incredibly jarring that she ends up acting like this.

Nope, Gonta is confirmed the youngest guy and considering Ouma likes the taste of beer (?) along with others like Amami and Hoshi that opens up the possibility he's among the older ones. That or he's just a rebel who drinks whatever he wants, age be damned.

I think it's the childish way he acts in that makes people see him as being younger, but that's not evidence of anything considering we can see him dropping that act every now and then.
