Because nothing is stopping you from plugging in your controller on PC. By that factor alone, they can't discriminate between platforms.

Everyone complained that Laser Shot was too good for what it did. I'm surprised they double-nerfed it, reducing its damage AND slapping a higher energy cost so you can't double-tap any more. The Laser Core nerf is also a little justified.
