He was granting people's desires to be stupid, basically, to have some cunt like Shido be world dictator and stop people from having to make decisions.

It's unclear how long he was active, he says he's been guiding humanity for millennia or something, but we know he's only been impersonating Igor for a year.

So he was likely just generally making sure humanity didn't kill itself off, then got bored with how whiny humans are and decided to have Joker and Groo compete to find a better path for humanity. Groo/Shido failed, and he didn't like the answer Joker found, which was to let humans be self-governing individualists, so he just decided "fuck it I'll do it myself" and redecorated Shibuya.
