Being on a different multiplier is fine and all but it doesn't guarantee being stronger. If you consider a base grid with 1 axe, adding a second axe (23/123 for a 18.7% damage gain) is stronger than adding your first stick (18/100 for an 18% damage gain). I know it's harder to compare with Agni weapons that have multiple skills, but you shouldn't assume 4 weapons off multiplier for the sole reason of being different.
