They can see who the IP was allocated to at a certain time.

Your router has to login at your ISP. They use your login data.

But the IP isn't assigned to my name specifically via contract. Its assigned to a big network for people because I've been living in dorms for the past couple of years.

The router logs from which device traffic is going to/coming from, and most likely sends those logs to the ISP.

It doesn't matter whose name the contract is in, they know which address the traffic was coming from, and them from there they know from which device the traffic was coming from. People get busted for CP on public networks all the time.

So I have to build a level 2 regional capital (1.5k for level 1 + 2k for level 2 = 3.5k) plus a couple of urban buildings in that regional capital and my actual capital (upwards of 3-4k). If I do that my game is "boosted" greatly because the autonomy in most of my provinces would drop by at least some 20%, while the urban pops in both regional and main capital will technically multiply

The question is, when I spam loans and spend them instantly like that, what happens when I declare bankruptcy? Will declaring bankruptcy heavily fuck up my game?

I don't know what bankruptcy does in MEIOU, but in vanilla you'll lose all your monarch points, morale will drop across the board, making your armies nothing. And I think you also lose 6 stability?

But you can pay loans back over time, so I wouldn't worry about it.
