AP shells (and AP bombs) do have a 'trigger' stat that dictates what kind of armor is required to activate their fuze.
This is why AP overpens superstructures.

If they set this stat to a value that means AP bombs mostly overpen cruisers but fullpen or citpen BBs.

In reality, AP bombs would fall at such velocities that they could punch completely through a ship and only explode in the water under the ship.

This would actually be a relatively clevr way to make sure that the re-introduced AP bobms mostly threaten BBs.

Which is why WG will not do it and just give them the same stats they had in the alpha, and the CVntening will be back.

Underwater explosions in reality are way more destructive than a simple overpen: the shockwave would completely devastate the keel of the ship.
