There is no meaningful difference between rebels occupying provinces with the goal to annex them and a rival power occupying colonial provinces with the goal to annex them. The rebels don't have to wipe out the navy or march on the capital to win.
There's a reason HPM changed how colonial rebellions work so you don't have communists occupying the colony for decades without being able to enforce demands. The mechanic is badly designed.
