Let's say they give you 50 atk and 50 hp gold fous so you can max a servant per event.
You literally have to wait for an event/rerun to come before you can max another servant. It's basically a timelock. You shills are so fucking retarded.

If you want utility, having both Cleo and Shuten is redundant.

Cleo is better then Shuten unless you are relying on Shutens AoE debuffs for some reason
