You don't have to grind to be level 16 at that point.
I usually get there around 10-12 which is already plenty fine for Matador if you know what you are doing. The only way I can see you getting all the way to 16 before fighting him is if you either grinded or got incredibly lost and managed to spend hours running in circles somewhere.
Not that it matters though, you can easily kill him with the demons you have available at 16.
