there was no way for Rudolf to kill either Mila or Duma without pissing off an entire nation, so the only other choice he had was to lay the foundation for Alm to finish what he started and go full balls to the wall and actively attempt to piss off as many people as he could so that Alm could have an easier time getting the job done.
