i figured that Cipher was considered the first coming of Razgriz with him being the Demon Lord because of his infamy and sheer presence indirectly effecting the world 15 years later, while Blaze is seen as Razgriz reborn (or in this case born as a descent of Cipher maybe) and being the heroic return where he puts right mans wrongs and ensures peace in the future
plus that could help make sense why a rookie turned into the 'Ace of Aces' in less than 4 months, with training prior to joining the Osean Air Defense Force coming from the very Demon Lord of the Round Table that rained all hell from above during the Belkan War

There is nothing whatsoever to corroborate Cipher and Blaze being related in any way.
