We don't know whether or not there is a hive mind of sorts that all Apoptosis follow.
All that is certain so far is that once a female human, monster, or angel becomes Apoptosis they are all mentally issued an order to kill anyone that enters a Tartarus. Take what Riot says for instance:
"First-Class Prohibited Cross-World Contact...I don't know what that means. But I just have to eliminate intruders."
So this order has to come from someone, and if not someone, then something is linking all Apoptosis together. But obviously it's not overpowering enough to the point that they have no free will since some do ask to join Luka's party.

Seems like it it. The apoptosisization effect affects their personalities and urges but they still retain emotions and some level of free will.
