What character should I use if I want to eventually get good and be stupid fast?

Kinda sorta. It's for both but it has a heavier emphasis on setting the dummy to do a set number of actions and teaching you to react to them rather than just being for combo practice.

Tournament is the only way to play online on PS4 reliably right now.

Absolutely not.
Both are Mishimas so the general gameplan is kind of similar but Kazuya excels in punishment and hard hitting 50/50s while Devil Jin is more well rounded and has better poking game.

I don't believe so. Negative edge in most games only works because of special moves reading from a larger input window. So when you release, the game reads that as an input.

Easiest way to find out is to do the move by itself and see if you can release.
