His armored punch is slow, only armors specific normals, and easily whiff punishable. Mika's crouch strong is an excellent anti air. Zangief NEEDS a strong Lariat to even be playable because after losing half of his life walking the opponent to the corner it would be sad for him to land a cross up jump in and escape. Zangief NEEDS his V Skill because without the only good safe neutral tool you have is crouch jab which can be crush countered easily if your opponent has an iota of spacing. Zangief NEEDS his health because Capcom realized Zangief NEEDS to take risks to win. Holding forward 3/4ths of the game is a risk. Throwing out stand fierce is a risk. Jumping at your opponent when you can't alter the trajectory or timing is a risk. Also Mika's V trigger is 2 bar so you can often use it twice a round. Zangief almost always gets 1 per round

and you don't think everything mika does isn't a risk? she has a smaller health pool. gief has tons of situational anti airs that mika doesn't. they both have really good anti-airs. he has better range and better hitboxes on all of his buttons. his grab ranges are longer, his critical art is much faster. you can jump out of a mika CA, no so much Gief. in fact, gief is the only character that gets to punish -2 moves.

As far as Tekken 7 goes, it doesn't matter anymore. The whole game is irredeemable.
Historically, the idea is that characters have different options from a full crouch. Either after blocking a low, ducking a high, recovering crouched from one of your own moves, or simply crouching yourself to take advantage of these options or signal that you will do so. Unfortunately, while standing moves have been half-baked ever since Tekken 3. Even brain-dead low-mid 50/50s, like Law's, had little to no fear factor due to infinite stages, good movement, and no staggered lows. They were mainly used in custom strings, like Paul's D+1, ws+4.
The application of while standing mixups as things in and of themselves only incidentally become "important" in T5 when movement was nerfed.

Fang and Alex got buffed overall in 2.5. Also keep in mind Capcom felt Gief had so few tools, they ADDED moves to his moveset. Not one, but 3. Also, Zangief is the ONLY character in the original 16 to not win a CPT event.
