Read his talents, quest buffs duration to 6 seconds and late talent doubles DOT damage after 4 seconds.

He deals around 50% in pure DOT with 1 auto -> teleport.

It can be inferred by his talents and comparing to other similar heroes what his CDs will be.

He has a talent that gives him 0.5sec CDR on his Q, which implies the base CD is under 4 seconds or else ti would be a completely wasted talent. W and E don't have any CDR talents which imply they are low but not that low.

His Q can be compared to Empower Sulfuras, which is 4 seconds. AOE, requires setup, slight AOE heal and damage. It will likely be 2 or 3 seconds.

His W has no CDR talents, which mean it's likely low enough of a CD where if it was much shorter he'd be ultra cancerous to deal with, so I'm guessing 3-6 seconds to be close enough to his trait duration to allow 100% uptime if played properly.

His E has a Quest talent that decreases it's CD by 2 seconds on completion, which would mean this needs to be a pretty impactful decrease to justify a talent being dedicated to it without any other benefits while doing the quest. I'm guessing it will be 6-10 seconds, also to allow synergy with his trait and is comparable to Murky's slime debuff and Lunara's poison.

He also has no talents affecting costs of abilities, which would imply that he will either be extremely mana hungry or he will have NO resource.

That's my two cents with no inside knowledge at all.

Over the course of 12(!) seconds though. That's a decent amount of time to wait. I do see a playstyle focused around landing a multiple person E, teleporting in near the end of the mark, and casting the AOE ult though for some pretty decent AOE damage. But this is all just hopeful theorycrafting
