They set the target specs using sims. And then from there it's a matter of engineering it to meet those specs versus what consumers will be willing to pay for.
You can download dyno sims all over the internet. Making a 200 horsepower naturally aspirated 4 cylinder engine is child's play with an unlimited budget and no consideration for saleability.
