so any move that is better than -13 on block isn't launch punishable (not factoring in CH), any move exactly -13 on block is only launchable with kazuya's pewgf, and any move exactly -14 is only launchable by ewgf, right?

Partially that but my experience from low level play and trying to get better is that these players are so unpredictable and random it's hard to understand a thought pattern with them. Trying to do anything logical as a learning player against them doesn't really work unless you just blocked something super negative to punish.

I kept getting got by throws online, I don't think I cant react to it, it's just I'm such a scrub there's already too many things for me to attempt to pay attention to. Command throws will probably make me eat shit for awhile longer though. You should go do a reaction test and see what you get, keep in mind things like your monitor/tv can add delay.
