I honestly think Kapkan should have at least 5 charges to set. 3 is just worthless, considering his move speed they're not going to be far from the objective in 99% of cases, and they're too easy to spot and deal with the majority of the time. He's also playing a total guessing game of entry points, and he's bound to end up wrong with many of his charges, rendering them totally worthless. That isn't balanced to the usefulness of other operators' equipment.
