If you think about it, it wouldn't be too hard to make Cloudian's viable despite the memes.
The main issue they have is generating Fog counters. With enough of them, since their effects aren't restricted by OPT clause, they could do a lot of jank shit. If they get reasonable protection and a counter generator and maybe a better boss monster then I can see them being used.
