i mean its a means of balancing and just a tool moreso. Riot doesnt put mana cost on champions if it would interfere with thier playstyle to the point of become clunky or detrimental ( playing Riven,Yasuo or Lee Sin with mana would field wierd )

having mana-less champions is actually completely fine (because late game mana becomes a non-existent issue on 99% of the champs anyway) but you have to adhere to a couple rules to keep them balanced. (see:no sustain tools and no targeted poke tools)
