We only, instead of getting a direct nerf to Otohime, got a bunch of counters released that made her absolutely useless.
That was pretty much a nerf. It actually impacted the card harder than a nerf most likely would.

If you're going to play aggro/burn dirt you should just be playing blood, sword or shadow because those decks will end the game on t6 far more consistently. If you're going for control then you should just play dshift for consistent t7/8 wins.
