It is not going to be that way since, especially since one of the factions is made up of alien defectors. We already have soldiers in xcom2 who come who haven't been with xcom since they were rookies. No reason for this to be any different than to protect your OC.

Probably will change HP values and a few other things for Rulers as once you get your 'hero' units, I bet they suddenly can't do shit. Sparks need a complete overhaul, they just simply couldn't stand up to late game shit even if you build them full defensive tree and their aim is just piss even at close range. Only thing that feels good with them is breaking through walls with Overdrive so that other units could get flanks they wouldn't have been able to before.
